LUIS MIGUEL MATEUS
Founder &
Managing Director
Born just before the fall of the Berlin Wall, I grew up in a world marked by ideological conflict. Since childhood, I have been fascinated by maps and the stories each country holds. I spent hours exploring geopolitics in the news: the Balkans, Chechnya, the Gulf War, Rwanda, the Oslo Accords. Early on, I confirmed my vocation: understanding how politics, economics, and diplomacy intersect.
I studied Finance and International Relations in Colombia and later completed a master’s degree in Global Studies in Sweden. Throughout my life, I have developed a global perspective, which I have applied for more than 15 years at the intersection of diplomacy, politics, and economics. I have represented governments, led international cooperation projects, and mobilized resources for innovation, entrepreneurship, and sustainability initiatives.
Among my achievements, I highlight contributing to Colombia’s support for more than 70% of Australian candidacies in international forums; a 134% increase in student mobility between Australia and Colombia; the structuring of programs that helped scale hundreds of startups and SMEs; and social projects that benefited more than 100,000 people across Latin America.
Today, as a consultant, I put this experience at the service of startups and SMEs that need to navigate complex environments with clarity and a global vision. Trilingual (Spanish, English, and Portuguese), I combine political-economic analysis, public policy design, and strategic relationship-building to transform uncertainty into informed decisions and international growth.

ALEXANDRA RIZO
Senior Consultant
With more than 12 years of experience leading strategic projects in the public and mixed sectors Alexandra's background combines public policy design, business development, financial inclusion, and sustainability, with a focus on the productive transformation of micro, small, and medium-sized enterprises (MSMEs) and regional economies.
She has designed and implemented national strategies to strengthen the business ecosystem, promote the integration of MSMEs into value chains, and foster coordination among government, the private sector, and multilateral organizations.
During her tenure as Technical Director for Micro, Small, and Medium-Sized Enterprises at the Ministry of Commerce, Industry, and Tourism, she led the development of the Entrepreneurship Policy and coordinated the Technical Secretariat of the National Council of the Popular Economy. She represented the country in international forums and promoted associative, ethnic, and community-based economic models.
She has also held leadership positions at DIAN and the Ministry of Finance and Public Credit, driving initiatives related to results-based management, fiscal oversight, and institutional modernization.
A speaker on topics such as business development, the popular economy, and territorial productivity, Alexandra brings to LMM Consulting a comprehensive understanding of economic and business policy, centered on sustainability, equity, and the creation of shared value.
Her leadership is distinguished by interinstitutional coordination, effective negotiation, and an impact-driven vision, consolidating her role as a key voice in advancing inclusive and sustainable business development in Latin America.
Alexandra is a Political Scientist and holds a Master’s degree in Applied Economics from the Universidad de los Andes.

JULIAN ZULUAGA
Senior Consultant
With more than a decade of experience in multilateral organizations, government agencies, and private companies, Julián Zuluaga has led internationalization, negotiation, and business development projects across Latin America. His approach combines data analysis, public policy, and international cooperation to strengthen the competitiveness and global integration of SMEs, startups, and strategic sectors.
He is a trade and investment consultant for the Inter-American Development Bank (IDB) and has worked with the National Planning Department, where he coordinated the implementation of Colombia’s National Policy on Internationalization and Reindustrialization (CONPES 4085 and 4121). His work has strengthened the connection between innovation, digitalization, and foreign trade, promoting Colombia’s integration into global value chains.
Julián has taken part in international negotiations on services, e-commerce, and telecommunications within the Pacific Alliance, the TiSA Agreement, and in forums such as the OECD, WTO, and ECLAC. At the Ministry of Commerce, Industry, and Tourism, he was one of the architects of the Colombia Exporta Servicios strategy, which increased the sector’s exports by 30% (2014–2018).
Trained in Government and International Relations and holding a Master’s degree in the Analysis of Contemporary Political, Economic, and International Problems from Universidad Externado de Colombia, he has complemented his expertise with studies in Advanced Negotiation at Harvard Business School and Applied Data Science. He is also a university professor in negotiation and international business.

CARLOS RUBIO
Senior Consultant
Industrial Engineer specializing in Strategic Management and holder of an MBA with an emphasis in Innovation (CESA). With more than 14 years of experience in economic development, innovation, and public policy, he has led territorial transformation, financial inclusion, and business-strengthening projects for both the public and private sectors.
Fue Gerente de Fortalecimiento Territorial de iNNpulsa ColombiaHe served as Territorial Strengthening Manager at iNNpulsa Colombia, leading the strategy for the Zasca Reindustrialization Centers and programs to stimulate the popular economy, overseeing assets exceeding 21 billion COP (5.2 million USD). He has brought together more than 18 regional stakeholders and designed innovative pay-for-results mechanisms for commercial development.
